I AM directed by the Board of Trade to acknowledge the receipt of your letter of the 6th December, forwarding copy of a letter from the Colonial Office regarding the suggestions drawn up for the use of the British delegates to the opium conference,

The Board concur in Sir E. Grey's proposal to approve the addition suggested by the Colonial Office; but they are disposed to think that the word "verification” should be substituted for "testing" in that addition.
